Minister's Vision
INTRODUCTION
The aim of this document is to define the role of the Ministry of Foreign Affairs of Georgia in enhancing development and prosperity of our country. It is based on Georgia’s National Security Concept and Foreign Policy Strategy for 2006-2009, and guided by the fundamental national interests of our country.

The Vision and Directives focus on promotion of Georgia’s foreign policy objectives to increase Georgia’s role in the international arena, as well as securing guarantees for its further development. 

The Vision is clear. The prosperity of Georgia depends critically on underlying and interdependent components - the restoration of its territorial integrity, strengthening recent democratic gains and ensuring their irreversibility, integration into Euro-Atlantic and European structures, and gaining guarantees for economic and energy security. In order to further these fundamental interests, we will strive to improve internal organizational management and our diplomatic capability as an important part of the implementation of our policies. 

Minister's Vision

The Minister’s vision sets forth the foreign policy directions required to secure the fundamental national values and interests outlined in Georgia’s National Security Concept.

We will conduct effective foreign policy and diplomacy capable of mobilizing the instruments at our disposal for the purpose of strengthening our country’s statehood.

Georgia’s foreign policy is based on democratic values and the rule of law and contributes to establishing peace, security, and prosperity in Georgia and in the international arena.

Our foreign policy aims at promoting Georgia’s interests in the international arena and securing a dignified place for our country in the international community.

We will strengthen the institutional foundation of our Foreign Service, establish a solid and stable course of foreign policy and consistently implement stated priorities. This will ensure sustainability, predictability and continuity of our foreign policy and promote Georgia’s image as a stable and reliable partner in the international arena.

The Foreign Service facilitates Georgia’s transformation into a European democracy that guarantees the rule of law, respect for human rights, individual freedoms and equal opportunities for its citizens.

Infringed territorial integrity represents the major threat to Georgia’s statehood. Hence, the main task of our foreign policy is to ensure active involvement of the international community in the process of peaceful resolution of the conflicts on Georgian territory, aimed at restoration of territorial integrity. For this purpose, our activities will be focused on consolidating international support in order to replace ineffective peacekeeping and negotiations formats with more effective and result-oriented ones.

Integration into European and Euro-Atlantic institutions is one of the most important priorities of Georgia’s foreign policy. In the contemporary globalized world, it is impossible to ensure national security and prosperity exclusively by one’s own means. NATO and the European Union are the most effective international organizations to maximize the security, economic and political interests of their member states. Moreover, these organizations are based on, and protect the same values that set foundation of the Georgian state.

The process of NATO accession facilitates implementation of reforms in the country and the development of civil society, as well as strengthens democracy and security. Georgia shares the principle of collective security and is ready to take the responsibility associated with membership in the Alliance. Georgia’s active participation in international peacekeeping and antiterrorist operations clearly demonstrates that we are not only a consumer, but also a contributor to international security.

Georgia fully shares a vision of a Europe whole and free, which became reality after the creation of the European Union. Georgia is a Black Sea country whose history, culture, and value system is European. Europe is Georgia’s natural environment, from which it was isolated during centuries and in which our country must continue its development.

Enhancing cooperation with the European Union and its member states is a central direction of our foreign policy. Georgia will fully utilize the opportunities offered by the European Neighborhood Policy (ENP), which will foster democratic reforms and economic prosperity. A priority direction within the ENP framework will be border protection and migration. Effective border control and migration management will contribute to regional as well as European security.

Thus, ENP is another valuable instrument helping us to complete successfully the process of forming European democracy in Georgia, which in turn, will strengthen Europe’s security on its eastern borders.

Establishing democracy in the country is hardly conceivable without a strong market economy. Therefore, it is necessary to conduct active economic diplomacy aimed at creating favorable external conditions for sustainable economic growth. Diplomatic assets must be mobilized to acquire new markets for national products, and to support business activities of Georgian entrepreneurs abroad, as well as to attract foreign investment and develop tourism.

In recent years, energy security has become an acute issue on both national and global levels. Stable energy supply is a vital part of the country’s political and economic independence. Diversifying energy supplies is one of the main directions of economic diplomacy.

Georgia, as well as other countries of the region, has the potential to function as an energy bridge, facilitating reliable energy supply to the EU by offering alternative, realistic projects for delivering energy to Europe.  

We will enhance efforts to utilize fully the extensive economic potential of our transport and energy corridors, which will contribute to Georgian and European energy security and facilitate Georgia’s full-fledged integration into the global system of economic relations.

Georgia’s success in democratic development stimulates democratic transformations in the region, which expand the area of stability and security not only in the neighborhood, but also throughout Europe. It is essential to deliver full and truthful information about the democratic processes in Georgia to the international community.

Protection of Georgian citizens abroad is among the most important tasks of the Foreign Service. We will defend the rights and freedoms of our citizens in foreign countries, as well as assist them in traveling, managing businesses and studying abroad. With this purpose, Georgian diplomatic missions will intensify their efforts, and new embassies and consular offices will be opened.

Formats of bilateral and multilateral cooperation, as well as strategic partnership are the main instruments for implementing foreign policy. Georgia will enhance diplomatic efforts within the UN and OSCE in order to facilitate peaceful resolution of the conflicts on its territory and to make its own contribution to global peace and security.

With Romania and Bulgaria joining the EU, the role of the Black Sea countries, including Georgia, in common European security has increased, increasing our responsibilities to our partners. Georgia will facilitate cooperation within the Black Sea region to ensure security, stability, democratic development and sustainable economic growth. We will also pursue a proactive policy to move EU-Georgian relationships to a new stage, which will enable us more effectively to address common challenges, including energy security.

With regard to bilateral formats, strengthening relations with neighboring countries will be a priority. We will intensify cooperation with European countries and further develop our strategic partnership with the United States. Economic interaction with the countries of Central Asia, the Middle East and other Asian States will also be enhanced.
